This is absolutely crazy. This defeats the whole purpose of an open market.

have you been a long time Ebay user?, i have.

i know why they are doing this, and i think it may work.

the most protected by this are international customers like me that buy from usa sellers.

most sellers abuse of their power and buyer are screwed harder than a seller, as a seller if you send a item before payment, well you are an idiot. but buyers must pay before the item is sent as a act of trust.

if the item is never recieved because the seller never sended it and the seller say he has, the buyer option is to leave negative feedback and report it or claim a paypal insurance. the insurance covers the item but not the shipping, and up to a certain extend. the seller got 5 strikes from ebay, the buyer only got 3.

the incorporation of this new measure will come with a high price to buyers. you get 3 definitive stries and just one safe intead of 3 and if the seller reports you giving false testimony you still need to pass for a investigation that counts as one strike, evn if you did nothing and it may not be counted from the seller side.

i hope this clears up some of the problems in ebay overall system.

You have been more than helpful, i am quite impressed, keep up the great work.

If you're in not good state and have no money to move out from that, you will have to take the business loans. Because that will help you definitely. I take car loan every single year and feel myself good because of this.
